£400 Billion a Year: The Scale of UK Public Procurement

Every year, the UK public sector spends around £400 billion through public procurement.

That is hundreds of billions of pounds spent purchasing goods, services and works from external suppliers, from major national infrastructure projects to everyday services required by councils, schools, NHS organisations and other public bodies.

For UK businesses, the important point is simple:

Public sector contracts represent a significant commercial market — and they are not reserved only for the largest companies.


What Does £400 Billion in Public Procurement Actually Mean?

Public procurement is the process through which government departments and other public bodies purchase the goods, services and works they need.

This can include everything from construction, engineering and facilities management to IT, consultancy, professional services, training, transport, cleaning, catering and specialist products.

The scale is substantial. The UK Government describes annual public procurement spending as around £400 billion, while current Procurement Act guidance refers to approximately £385 billion spent each year across public bodies.

For businesses, this means the public sector should not necessarily be viewed simply as “government”.

It is a major potential customer.


Opportunities for Businesses of Different Sizes

One common misconception is that public sector tenders are only realistic for large corporations with dedicated bid teams.

The procurement landscape is broader than that.

The Procurement Act 2023 introduced a new procurement regime designed, among other objectives, to create a simpler and more flexible system and open public procurement to new entrants, including small and medium-sized businesses and social enterprises.

The new rules came into force on 24 February 2025, representing a significant change in how public procurement operates in the UK.

For SMEs, this matters.

A business does not need to pursue the largest national contracts to participate in public procurement. Opportunities vary significantly in value, scope, location and complexity. Depending on the sector, smaller regional or specialist contracts may provide a more realistic entry point.


The Opportunity Is Large. But Being Ready Matters.

A £400 billion market does not mean that every tender is right for every business.

Successful tendering starts before a bid is written.

Businesses need to understand:

  • whether they meet the buyer’s requirements;

  • which opportunities are commercially worthwhile;

  • what evidence and documentation they will need;

  • how to demonstrate relevant experience and capability;

  • how to respond effectively to evaluation criteria; and

  • whether they have the capacity to deliver the contract if successful.

This is why becoming tender-ready is so important.

Submitting as many tenders as possible is rarely the best strategy. Identifying opportunities that genuinely fit your business — and submitting strong, evidence-based responses — is far more valuable.


A Changing Procurement Environment

The introduction of the Procurement Act 2023 is also intended to make UK public procurement simpler, more flexible and transparent.

The Government has specifically highlighted improving access for smaller businesses and new suppliers as part of the reforms.

That creates an important question for businesses that have traditionally focused exclusively on private-sector clients:

Could the public sector become another route to growth?

For many businesses, the answer may be yes, provided they understand where they fit within the market and are properly prepared to compete.
